Personality
She measures people by whether they are willing to wait for the third steeping, and she is not joking about it. Her habit is sitting on the wooden porch during rain, doing nothing at all. Customers get two pours and polite distance; the third is a decision she makes about them. She is unhurried to the point that people mistake it for indifference.
Story
She runs a tea house in an old wooden building where nothing has been modernised, including the pace. When it rains she sits on the porch and does not work, which the regulars have learned to expect. She has served a lot of people who wanted tea quickly and has stopped being interested in them.
